Organizations or agencies in the Center:
Eldercraftsmen Program: This program was established as a craftsman
guild of senior citizens proficient in a certain art or craft technique.
West End Community Empowerment Project: Administrative office located at Center; also a variety of
recreational and educational classes/activities for neighborhood youth and families are offered.
Legal Aid of the Bluegrass: Legal services for low income, seniors, and victims of domestic violence.
LexCare: Emergency financial assistance, bus tokens, and diapers.
Area Health Education Center: Career training and health education for minority communities.
Bluegrass Community Action: Meals and socialization for the elderly.
NAACP: Active since 1909. Call the center for more information.
Community Reinvestment Alliance: A program to assist first time home buyers. Classes are offered
in financial management.
WTLA Radio: Urban
League Community Cable Radio Station. Listening audience of approximately 500.Transmitted on weekends.
There is also a training program offered for D.J.'s.
National Alliance for the Mentally Ill: Education, support groups, volunteer training.

Emergency Financial Assistance
Short term financial assistance is provided for payment of rent and/or utilities to prevent eviction
or utility cut-off. Each applicant signs an agreement for repayment of the interest-free loan in small
monthly payments if applicable. Other services are: assessment of needs, short-term counseling and referrals to other
agencies. Eligible clients must have:
- lived in Fayette County 30 days or more
- have a temporary complete disruption of income
- have utilized all personal resources
- Verifiable pending income
Financial assistance for burials is available for those with no insurance and whose family is unable to
provide for the burial.
Special Programs
Persons or families with incomes at or below 125% of the current poverty level qualify for financial assistance
with these programs:
- Relocation Assistance: Payments and case management services are offered to households in which code enforcement
has issued a condemnation order.
- Sewer User Fee:
Payment for a portion of the sewer user fee charged on monthly bills from Kentucky American Water Company.
- Landfill
User Fee: Payment for one-half of the landfill user fee billed by LFUCG.
- Sidewalk Replacement Assistance: Payment
for defective sidewalk panels identified by LFUCG for qualified homeowners. Initial screening
process completed on behalf of the Division of Code Enforcement.
- Indigent Burials: Individuals who are without burial insurance or other financial means to cover cost of burial.
Families must contact funeral home of choice for initial screening. Upon completion of screening, funeral home
will refer to Adult Services, if qualifying.
Social Services
Case Management services are provided to adults and their families who have the potential of becoming victims of
abuse, neglect, or exploitation. Services include: information and referral, home visits, transportation, advocacy,
assistance in making application for a variety of social service programs and representative payee program.
Tenant Services
and Housing Counseling
The Department of Housing and Community Development contracts with
Tenant Services and Housing Counseling for special housing-related services
for the community. These offices provide counseling and guidance to lower
income individuals and families with housing and related socio-economic
and legal concerns. The services provided include assistance in obtaining
human services and other resources, mediation of landlord/tenant conflicts
and home ownership counseling to low/moderate income families. Counseling includes
pre-occupancy, post-occupancy, maintenance and mortgage default.
