Liberty/Todds Road Improvement Project

Project Description

Liberty/Todds Road, an arterial highway, is a strategic part of the Lexington Area Metropolitan Planning Organization Transportation Plan. The proposed corridor extends from east of I-75 to New Circle Road and is divided into three sections:

  • Section 1A - Man O' War Boulevard to Graftons Mill Road
  • Section 1B - Man O'War Boulevard to Andover Forest
  • Section 2 - East of I-75 to south of Andover Forest
  • Section 3 - Graftons Mill Road to New Circle Road

It is anticipated that Liberty/Todds Road will be widened from the existing two lane rural roadway to a three-five lane urban section with sidewalks, curb and gutter and bike lanes. The existing right-of-way will be utilized to the fullest extent to minimize disruption to the community and to maintain traffic during construction. Relocations to the existing roadway alignment will be minimized to preserve the character of the community and to protect the environmental and cultural resources of the community.

Project Purpose And Need

The need for the Liberty/Todds Road Widening and Relocation Project is based primarily on deficiencies in capacity and safety. The project serves as a vital link in the rapidly growing residential area which has been fueled by recent retail development along the Man-O-War Corridor. Current residential development along the project corridor has led to increased capacity and safety problems. The additional access points created by the residential development has only aggravated the sight distance problems associated with the existing roadway geometry. The additional traffic created by the residential development along the project corridor is also draining the capacity of the existing two lane rural roadway.

The Todds Road and Liberty Road intersection presents an additional point of deficiency in capacity and safety along the project corridor. The existing intersection does not allow for efficient traffic movement between Todds Road and Liberty Road.

Pressure to develop the proposed roadway corridor has also increased due to the approved expansion of the Urban Service Area on the southeast side of Lexington. Residential development is anticipated for the expansion areas near the intersection of Todds Road and Interstate 75. Additional capacity will be needed since the expansion areas will be partially accessed by Todds Road.
