The Strategic Planning Section was created in early 1997 as a part of a reorganization of the Division of Planning. This section was formed to address planning needs that fall between the traditional roles of "long range planning" and "development review", which have characteristics of both.
Strategic planning is an effort to produce decisions and actions that will guide and shape an organization. A successful strategic program follows a concise and focused process containing clearly stated objectives and resulting implementation program. But more important than that is the planning process itself; a successful strategic plan develops a collective vision, assess long term opportunities and constraints, and carries out a collective implementation strategy. It is a continuous process that identifies a rational basis for decision making, helps set priorities and makes the most effective use of limited resources and budgets. This process can be global or project-specific, short-term or long-term in duration.
