Since 2000 an intensified infill and redevelopment program has been aimed at increasing urban density through a combination of flexible residential regulations, facilitation, incentives, and education. An “Infill and Redevelopment Steering Committee” comprised of elected and appointed officials, development and neighborhood interests and staff has been operating since that time to foster these efforts. A notable level of success has resulted as evidenced by many new developments.
In 2007, the Planning Commission did not approve any expansion of the Urban Service Area despite the fact that vacant land within the Urban Service Area is at the lowest level in history (estimated at 8 years supply at the 10-year average absorption rate). As a result, there is community interest in exploring even greater utilization of innovative techniques to encourage growth through urban infill and redevelopment as opposed to suburban edge development. Interest in the activities of the steering committee intensified to the point that the group decided to reorganize itself and to create three task forces to study and review certain aspects of I/R efforts with the charge to prepare a comprehensive report recommending additional approaches within a relatively short time frame.

The Task Force meetings have been finalized. Each set of Task Force recommendations have been integrated into one document and forwarded on to the Infill and Redevelopment Steering Committee for their review.

Scope: To identify and evaluate issues related to affordable and mixed-income housing and infill/redevelopment incentives.
