A native of Lexington, Richard Moloney graduated from Lexington Community College. He currently serves as the president and chief operating officer of REACH, Inc., a private, nonprofit organization committed to making housing more affordable for members of the community. Moloney is serving his seventh term on the Council, representing the 11th District.

Moloney chairs the Intergovernmental Committee and serves on the Budget and Finance Committee. He also chairs the Sanitary Sewer Oversight Committee (SSOC) and serves on the Town & Gown Commission and the City Employees Pension Fund Board.
