Julian Beard, 4th District

Fourth District Council member Julian Beard is a native Lexingtonian and a graduate of Lafayette High School and Transylvania University. He began his banking career while still at Transylvania and rose through the ranks to become an executive vice president with more than 400 employees assisting him. Due to his 32-year tenure, he was able to take retirement in 1988. In February 1990, he came out of retirement to become President of B.S.C. Inc., a bank data processing and operational outsourcing company.

In 1997, he began an effort to form a new bank in Lexington, which he did. As founder, he became First Security Bank of Lexington’s first president and chairman. He retired again in 2001, but retained the title of chairman emeritus and founder and continued to serve on the bank’s board of directors. In 2005, he was again asked to serve as chairman until the bank was sold in April 2006.

In January 2003, he became director of economic development and served in that capacity until December 2006. Julian has resided in the 4th District for over 20 years. He has two adult children and five grandchildren.
