Patricia L. Dugger (Director): Pat Dugger has been director of DEEM since it was first established in 1988. Since then, she's spearheaded development of both a comprehensive emergency management program as well as progressive environmental services that link public safety with public health and environmental protection. Most recently, she has shepherded several initiatives to bring the healthcare and emergency services community closer together and begun development of a Metropolitan Medical Response System for terrorism and medical disasters. Before joining DEEM, she worked with the Division of Building Inspection from 1984-1988. She has a BS from EKU and a MPA from the UK.
Hazel Lambert (Administrative Manager): Hazel wears many, many hats. She assists the Director with office administration, the budget, and grant management. She is also the purchasing coordinator, reviews open records requests for the division, and is a center cog that keeps the wheel turning. Hazel is no stranger to environmental and emergency management. Prior to joining DEEM in 2000, she worked for eight years at a large manufacturing plant as a group leader/ISO specialist in its Hazardous Waste Department.
Margaret Baxter (Staff Assistant): This is the voice you hear but seldom get to meet. Margaret is the receptionist and primary office clerk. When DEEM talks about putting our best voice forward and promoting customer service, we're talking about Margaret.
Stephen Jackson (Operations Manager): Since joining DEEM in 2000, Steve has been the point man for the division's environmental services program. His duties include investigating citizen complaints, responding to environmental contaminant and hazardous materials releases, and making sure the environment is restored to appropriate levels after an accident. He's also responsible for enforcing local underground storage tank regulations and participates on the city's building inspection review committee and the LEPC. Prior to joining the LFUCG, Steve spent nine years as director of environmental services for a local engineering firm and has a BS from UK.
Shelley Roberts Bendall (Preparedness Coordinator):
Shelley started working for DEEM in February 2003. Her first week was the ice storm! She is a graduate of Berea College and earned her Masters in Public Administration from UK’s
Martin School. Shelley provides disaster preparedness education and training to Lexington residents and businesses. She enjoys gardening, backpacking, and is a volunteer for the
Lexington Humane Society.
Doreen Birkholz (Information Systems Specialist):
Doreen joined us in June 2003. She has a degree in Computer Information Systems and assists the staff with sw/hw issues. Before joining DEEM, she worked as the senior case manager for a forensic economist. Doreen enjoys camping, fishing, and loves all animals.
Tammy Liebenauer (CSEPP Planner):
Tammy began working for DEEM in February 2005. She is the Fayette County Planner for the Chemical Stockpile Emergency Preparedness Program (CSEPP). As the CSEPP Planner, Tammy helps Fayette County prepare to assist Madison County in the event of a chemical accident at the Blue Grass Army Depot in Richmond. Fayette County is considered a host county in the CSEPP program and would receive, shelter, and provide medical treatment for evacuees from Madison County. Prior to joining DEEM, Tammy worked for the University of Kentucky’s Small Business Development Center providing environmental consulting services to small businesses. She is a graduate of Centre College and earned her MS in Occupational Health from the Medical College of Ohio.
Jeremy Reynolds (Inventory Control Clerk):
Jeremy Reynolds started with DEEM on June 27, 2005 as the new MMRS Inventory Clerk. Jeremy works part-time for DEEM while attending ITT Technical Institute in Louisville.
Tim Brandewie (Metropolitan Medical Response System (MMRS) Coordinator):
Tim came to DEEM in February 2004 to serve as the MMRS Coordinator. The MMRS is an ongoing effort by the health, medical and public safety community to plan for serious health and medical catastrophes in the Central Kentucky region, to develop systems for coordinating and providing critical care when and where it’s needed, and to procure medicines and equipment. Prior to joining DEEM, Tim served in the U.S. Navy for 20 years as an Intelligence Analyst and Special Operations Officer.
