Fourth District Councilman Julian Beard is a native Lexingtonian and a graduate of Lafayette High School and Transylvania University. He began his banking career while still at Transylvania and rose through the ranks to become an executive vice president with more than 400 employees assisting him. Due to his 32-year tenure, he was able to take retirement in 1988. In February, 1990, he came out of retirement to become President of B.S.C. Inc., a bank data processing and operational outsourcing company servicing 23 community banks in Kentucky and Indiana.
In 1997, he began an effort to form a new bank in Lexington, which he did. As founder, he became First Security Bank of Lexington’s first president and chairman. After getting the bank on a sound and profitable footing, he retired again in 2001. He retained the title of chairman emeritus and founder and continued to serve on the bank’s board of directors. In 2005, he was again asked to serve as chairman until the bank was sold in April, 2006.
In January, 2003, he re-entered the workforce as Mayor Teresa Isaac’s director of economic development for the Urban County Government and has served in that capacity until December, 2006.
Julian has resided in the 4th District for over 20 years. He has two adult children and five grandchildren.
