The Division of Community Development plans and manages all Urban County Government grants
and works with the public and private sectors in preparing grant applications for submission
to state/federal agencies. The Division participates in activities related to community and
economic development and administers the government's housing rehabilitation activities
through the following programs:
Community-Wide Housing Emergency Repair Program
This program will provide financial assistance of $500 - $5,000 to low-moderate income homeowners with emergency repairs for electrical, plumbing, heating and air conditioning systems. The Division will begin taking applications Monday, March 17, 2008. This program will be on a “first come, first served” basis, as funds are limited. You must be income eligible per federal guidelines.

2008 Consolidated Plan Information
The 2008 draft Consolidated Plan has now been published. The 2008 Consolidated Plan consists of a one-year action plan that addresses decent housing, a suitable living environment, and expanded economic opportunities for low- and moderate-income residents and serves as the application for funding from the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships Program, and the Emergency Shelter Grants (ESG) program. These are federal funds from the U.S. Department of Housing and Urban Development. The 30-day comment period begins on March 3, 2008, and expires on April 2, 2008. All comments must be submitted to the Division of Community Development by 5:00 p.m. on Wednesday, April 2, 2008.
A second public hearing will also be conducted on March 24, 2008, at 6:00 p.m. in the Council Chambers on the 2nd floor of the Government Center at 200 East Main Street.

Home Housing Investment Partnership
The HOME program is the U.S. Department of Housing and
Urban Development's newest effort to develop affordable housing. The Lexington-Fayette Urban County
Government uses its HOME funds to assist in the development of both affordable rental and owner-occupied
projects. Through REACH, the Fayette County Local Development Corporation, CRAL and Community Ventures
Corporation, the Urban County Government provides non-repayable mortgage subsidies and 0-2% loans
to lower-income first-time homebuyers. HOME funds are also used to financially assist non-profit
groups in providing affordable rental and owner-occupied housing opportunities.

Employees may apply to receive up to $7,400 for closing costs and down payment assistance to purchase a house in the designated neighborhood revitalization area. Income eligible employees may receive more.

This program provides up to $18,000 enabling homeowners to correct life safety and other code
violations.

Neighborhood Action Match Program
The Lexington-Fayette Urban County Government is currently not accepting applications from eligible neighborhood associations for the Neighborhood Action Match Program (NAMP).
Since 1986, the Lexington-Fayette Urban County Government (LFUCG) has funded this program to support neighborhood associations in carrying out development activities and
improvements using the cooperative efforts and voluntary contributions of neighborhood individuals, businesses, schools and other organizations. The maximum program award to a
neighborhood association is $10,000. The neighborhood association must match all funds it receives with an equal amount through cash contributions or donated materials,
service or labor. If you have any questions about the program, call the Division of Community Development at 258-3070.
The application period for this year ended on August 23, 2007. All those recommended for funding will be notified by September 30, 2007. If funding becomes available, a spring application round will be initiated.
