The Division of Community Development plans and manages all Urban County Government grants
and works with the public and private sectors in preparing grant applications for submission
to state/federal agencies. The Division participates in activities related to community and
economic development and administers the government's housing rehabilitation activities
through the following programs:
2009 Consolidated Plan Information
Applications for the 2009 Consolidated Plan are due by Friday, November 14, at 5 pm. No late applications will be accepted.
The 2009 Consolidated Plan will consist of a one-year action plan that addresses decent housing, a suitable living environment, and expanded economic opportunities for low- and moderate-income residents and will serve as the application for funding from the Community Development Block Grant (CDBG) program, the HOME program, and the Emergency Shelter Grants (ESG) program.
The public hearing which started the application process was held on September 8, 2008. Information that was provided at the public hearing included a summary of the history of these programs in this community and the range of activities that may be undertaken through the CDBG, HOME, and ESG programs. Estimates of the amount of funds the government expects to receive for the period July 1, 2009 through June 30, 2010, will also be provided. Community-Wide Housing Emergency Repair Program
This program will provide financial assistance of $500 - $5,000 to low-moderate income owner-occupied homeowners with emergency repairs for electrical, plumbing, heating and air conditioning systems. You must be income eligible per federal guidelines. As of November 1, all heating emergency assistance will be referred to Community Action.

Community-Wide Housing Rehab Program
Program provides financial assistance
to low to moderate income owner-occupants for the elimination of substandard housing conditions.
This program provides up to $18,000 enabling homeowners to correct life safety and other code
violations.

Home Housing Investment Partnership
The HOME program is the U.S. Department of Housing and
Urban Development's newest effort to develop affordable housing. The Lexington-Fayette Urban County
Government uses its HOME funds to assist in the development of both affordable rental and owner-occupied
projects. Through REACH, the Fayette County Local Development Corporation, CRAL and Community Ventures
Corporation, the Urban County Government provides non-repayable mortgage subsidies and 0-2% loans
to lower-income first-time homebuyers. HOME funds are also used to financially assist non-profit
groups in providing affordable rental and owner-occupied housing opportunities.

Neighborhood Action Match Program
The Lexington-Fayette Urban County Government is no longer accepting applications from eligible neighborhood associations for the Neighborhood Action Match Program (NAMP). Since 1986, the Lexington-Fayette Urban County Government (LFUCG) has funded this program to support neighborhood associations in carrying out development activities and improvements using the cooperative efforts and voluntary contributions of neighborhood individuals, businesses, schools and other organizations. The maximum program award to a neighborhood association is $10,000. The neighborhood association must match all funds it receives with an equal amount through cash contributions or donated materials, service or labor. Council approved funding for 13 applicants on October 23, 2008. No funding is currently available. The next funding is expected to be available in July 2009. Lexington’s Employer-Assisted Housing Program
Employees may apply to receive up to $7,400 for closing costs and down payment assistance to purchase a house in the designated neighborhood revitalization area. Income eligible employees may receive more.
